Misleading behavior in politics doesn’t always arrive with sirens blaring—it usually shows up quietly, tucked inside polished mailers and carefully scripted forum answers that sound just reasonable enough to pass without challenge. When candidates blur facts, cherry-pick endorsements, or present half-truths as full transparency, voters are left making decisions on a manufactured reality.
That’s the real danger: not just that people are misled, but that trust itself erodes, leaving citizens unsure who to believe and democracy vulnerable to manipulation by whoever tells the most convincing story rather than the most honest one.
While both candidates were probably preparing for the SLAN Forum tonight, I was preparing our next blog drop unveiling the misleading behavior happening in this Special Election Campaign.
Ann Anderson’s Campaign Mailer
Wes Pierson, Matthew Sapp, George Purefoy, what do they all have in common? They are quoted on Ann Andersons campaign mailer. We hope she obtained these quotes from public records because if she didn’t that could be problematic.
The quotes from two City of Frisco employees, prompted a simple but critical question: did she ask permission to use those quotes, and more importantly, did City Manager Wes Pierson authorize his words to appear in a political campaign mailer? Because “transparent government” and “borrowing credibility from city staff” don’t usually belong in the same sentence. The quotes are misleading because it makes the public believe that she had permission from these individuals to use their names for political campaigning.
Special Interest Groups
On Anderson’s campaign mailer she claims she is “Accountable only to Frisco Residents – not special interest groups.” At the Frisco Lakes Forum she said she keeps hearing over and over, “You’re one of us, we are so thankful one of us is running, someone who is not intrenched, someone who is a regular person.” Lastly, at the Frisco Chamber Forum she said she is regular citizen who has lived here for 20 years and is highly involved in non-profit organizations and has been on a few boards and commissions for the city. Throughout the forums she has implied she is just a regular ole resident (like you and me), but is that true? No.
Anderson claims she’s just a regular person, yet in the same breath boasts of a “broad understanding of city operations and governance.” That’s not something most everyday residents pick up between HOA meetings and grocery runs. Anderson has been embedded in Frisco’s political inner circle for years—far from an outsider, and nowhere near the political novice she’s selling.

Her political résumé complicates the picture even further. She claims the Republican label, yet previously served as campaign treasurer for Gopal Ponanji, endorsed hard Democrats like Renee Sample and Dynette Davis, and backed current Mayor Jeff Cheney in 2020. That’s deep involvement, long-standing alliances, and a front-row seat to Frisco’s power structure.
While she may not be a part of any official special interest group, she is most definitely part of the Political Inner Circle of Frisco. You know the ones who want to keep the status quo of running this city. The proof was in the forums and who attended. Big names like Mike Simpson (former Mayor), The Cheney’s, John Keating, Laura Rummell, Karen Cunningham, Lisa Kirby, Brad Sharp, David Bickerstaff, Jennifer Achu, and many more all there clapping loudly for Ann Anderson. It was like a high school yearbook of the “popular kids” giggling and laughing and attacking someone who has spent their entire life in public service.
So, before voters buy the “just like you” narrative, it’s time to pause and ask the obvious questions. Because Ann Anderson isn’t an everyday Frisco resident stumbling into politics, she’s part of the inner circle, and Frisco voters deserve honesty about who’s really asking for their vote.
Public Safety
Anderson continues to say Public Safety is important to her and one of her top priorities. If that is the case why has she not dived in to learn more and better understand the ongoing issue with Public Safety and City Management / City Council. Nope, instead she just wants to attack a person who spent 40+ years in public safety and trying to promote a false narrative of the investigation done a few years ago. Online Anderson supporters are talking about the report and unions in post after post and in group after group. They want to talk about how these associations are unions to scare voters and to make them believe Piland supports associations /unions, which is not the case. Clearly at each forum Piland has addressed that he supports the people and when they city turned their back on the public safety employees and would not agree to meet and confer that left them no choice. He clearly said he does not support unions but he does support people especially when we are asking them to risk their lives.
Interestingly the issue of Civil Service and/or Collective Bargaining dates back to 2011, before Mark Piland became Fire Chief in Frisco. The 2011 Climate Report, done by a third party clearly states in the summary and recommendations if change does not happen this time, the auditor believes much more is at risk – the potential for a Civil Service and/or Collective Bargaining election is very likely and the loss of many more valuable firefighters and paramedics. Chief Borchardt and his staff (which included Lee Glover) who is now the CURRENT Fire Chief, management style must change dramatically.
The other thing in this 2011 report is the FD staffs desire for 4 Person Staffing – which clearly shows that is not a new argument for them. They had been calling it out for years, way before Mark Piland came into the picture. In fact, Piland made a good point at one of the forums. He has 10 years of good reviews from city management, and while he was Fire Chief the FD Staff never moved forward with Civil Service or Collective Bargaining. However, after Mark Piland retired, and the city management chose to go back in time and appoint Lee Glover (from the 2011 Climate Report) as Fire Chief that is when the FD has a vote of no confidence for Glover and under Glovers leadership they filed for Civil Service and/or Collective Bargaining. If you are wondering why public safety continues to endorse Mark Piland, it is because he is right for the city council seat.
Republican, Democrat … or does it matter?
Piland is endorsed by both Collin County GOP and Denton County GOP. Ann Anderson made statements at all the forums how the vote for Mark was “preplanned” and “in the bag” which according to our sources in both Collin/Denton GOP’s, was not true. The Denton GOP did rush a meeting to make the endorsement for Mark Piland because while Ann is a Republican she does not live by or stand up for the Republican Values. She has a history of endorsing Hard Democrats for elections and that does not go over well in the conservative Denton County area. As much as we would like to think local politics is non-partisan in today’s world that is simply not true – nothing is nonpartisan.
When it comes to Collin County, we heard the same thing from inside sources, Ann’s previous endorsements and alignments did not go over well and it came down to a vote and Piland won because they felt he was the true Republican who had lived up the values in the Republican Agenda.
We are also told that tonight at the SLAN Forum she continued to defend her relationships with Democrats. What Anderson does not understand is you can have nonpartisan friendships all day long but if you have plans to run for office Republicans are not going to endorse fellow Republicans who openly help elect and endorse Democrats. There is too big of a divide in our world and that is not going to fly. John Keating will probably have a very hard time going for the endorsement for the same reasons.
Business 101
Ann Anderson said she is glad AT&T Headquarter Relocation choose Plano and not Frisco? She was happy we lost a fortune 500 company that the city had worked very hard behind closed doors to get!
At the Chamber Forum she said Frisco “Dodged a Bullet” when they lost Grandscape / Nebraska Furniture Mart and that was “a GOOD BULLET that we dodged” because instead Frisco got the Dallas Cowboys. I am curious if Ann Anderson understands Sales Tax and how it works.
Grandscape (anchored by Nebraska Furniture Mart) and The Star are both huge economic magnets —but based on the tax revenue figures public officials have shared, Grandscape as a retail tax generator likely produces more direct annual sales tax revenue than The Star’s sports/entertainment complex. However, The Star drives a large, long-term economic impact through property value growth, tourism, and related development that isn’t easily captured in one annual number.
In practical terms, Retail sales tax drivers (like NFM/Grandscape) tend to produce easy-to-measure, recurring annual tax revenue — city and county officials are often very excited about them because the checks come in year after year and are predictable.
As for The Star (a sports/entertainment hub) will generate broader economic impact — more jobs, more tourism, and more spillover spending — but the direct annual tax revenue number per year isn’t always as public or as concentrated.
Which one is better? Cities live and die by predictable, repeatable revenue which is sales tax that shows up every month because retail sales happen 365 days a year. When revenue and foot traffic are based on a schedule or a brand’s performance it gets much dicer. That is where Grandscape / NFM wins!
Fact is, if I’m the city treasurer, I want Grandscape. If I’m the mayor cutting ribbons in a tailored suit, I want The Star. But if you are responsible for not raising taxes when the economy hiccups then you better take the furniture store. Every. Single. Time.
Final Curtain – Get out and VOTE!
In the end, Ann Anderson’s own words are what make this so hard to square. She says she wants negative politics out of Frisco. She says voters shouldn’t be boxed in by Republican or Democrat labels. Yet she turns around and sends a hit-style mailer packed with selective framing, questionable quotes, and political drive-bys that do exactly what she claims to oppose. She says public safety comes first, while simultaneously attacking a public safety leader trusted and endorsed by those who put their lives on the line—behavior that feels eerily familiar to a council that happily accepted firefighter endorsements, then turned its back on them once the votes were counted. That’s not reform politics; that’s the same old Frisco playbook with a new cover page.
The bigger question many residents keep asking out loud now: why does this city’s leadership—and its inner kool kids club—seem to hate one man so much that they’ve tried repeatedly to destroy his reputation? Where was the moral outrage over the mayor’s keg party for teens? Where was the pearl-clutching when a council member embarrassed the city at a public pool in an illicit affair, or when signs saying “Get Naked” were laughed off like locker-room humor? Where was the fury when forged documents led to a settlement package fit for royalty? Somehow, silence. Yet for one man, the knives never stop. And maybe that’s why some of us see leadership not in who lands the cleanest punch, but in who takes the hits, stands firm, dusts off the scuff marks, and keeps showing up for the right reason—the residents. If Frisco voters truly want less negativity and more integrity, it may be time to stop listening to slogans and start watching actions.

Tammy Meinershagen speaks of how she loves “governance” and that is her favorite part of the job as a councilwoman. One “best practice” and vital component of good governance is transparency. Why is transparency so important? It boosts public trust, confidence, and citizen participation. Transparency has become a virtue in public management and public policymaking. It is an important democratic value that a trustworthy, high-performing, and responsible government pursues.
WHY IS FRISCO NOT TRANSPARENT?
We have to assume everyone reading our blog is new and may not have read previous blogs. In 2023, when Mayor Cheney was running for re-election against Retired Former Fire Chief, Mark Piland we wrote the blog Tangled Web of Lies (click on the title to read it) which detailed out how acting HR Director Sassy Lauren Safranek set in motion a calculated witch hunt to protect her job and wrongdoing against then Fire Chief, Mark Piland.
Why is that blog so important? In it, we mentioned that on April 4, 2024, the Frisco City Council, after emerging from an executive session, voted on one item from its executive agenda. “In connection with item No. 2A, ii on tonight’s agenda, Bill Woodward made a motion, “I move to authorize the city manager to release the second investigative report, dated Sept. 1, 2022, concerning Mark Piland.” That night, the Frisco City Council, with a 5-0 vote, moved to pass the motion. Mayor Cheney conveniently recused himself. It is important to note that Bill Woodard, Angelia Pelham, John Keating, and Tammy Meinershagen had already endorsed and been helping with Mayor Cheney’s re-election campaign. That night, it was clear the release of this document was designed to be a political hit job. Since that night, Woodard also ran a PAC against our Firefighters and started the Vote Yes for Broadway PAC with Tammy Meinershagen.
CLEARLY, THE COUNCIL MEMBERS WERE COMPROMISED AND SHOULD HAVE ALSO ALL RECUSED THEMSELVES ALONG WITH JEFF CHENEY! BETTER YET, IT SHOULD NEVER HAVE BEEN VOTED ON BY THE COUNCIL MEMBERS – WHY NOT SEND IT TO THE AG INSTEAD?
They didn’t want to wait 45 to 60 days because that would have been “after the election,” and they were worried Mark Piland might win. So, shaking in their boots, they took it upon themselves to vote at the council. The same council that determines ethical complaints against each other!
Fast forward to 2025 and we write our blog City Hall’s Troubled Seas last week that questions why “TOP BRASS” HR Director, Sassy Lauren Safranek and Assistant HR Director, Jacinta Shanks just vanished into the dark night. Missing for weeks, internal sources telling us that they both had been suspended, investigations were ongoing, and their return dates to the office were unknown made us file some PIR’s for more information.
FIRST PIR REQUEST: JACINTA SHANKS
4/1/2025: FWB Filed the Public Information Request
“We would like all documents and information regarding the investigation into, administrative leave of, and outcome of Jacinta Shanks – HR. We would like any and all investigative records, including emails, screenshots, and messages regarding Jacinta Shanks and fellow employees that refer to them making racist remarks/comments to other black subordinates, disparaging employees, and making fun of other employees. We would like to know if Jacinta Shanks received a promotion after this investigation.”
4/16/2025: City of Frisco responds and asks us to “CLAIRFY” our request to the city
4/22/2025: FWB replied to the request
5/7/2025: We assumed in the eye of “GOOD GOVERNANCE” they city would be transparent just like they have been with previous employees, right? No. Absolutely Not!
We received the response that reads, “The City of Frisco has reviewed its files, and has located documents responsive to your request. However, due to issues of confidentiality, the City has chosen to seek a ruling from the Office of the Attorney General regarding the release of the responsive documents. Please see attached for a letter from Abernathy, Roeder, Boyd & Hullett, PC, attorneys for the City of Frisco, informing you of the City’s decision to seek a ruling from the Office of the Attorney General. The Office of the Attorney General has up to 45 business days in which to make a ruling regarding your request.”

We also filed a second PIR that reads, “Related to the Jacinta Shanks and Jireh Shoe Investigations or any other HR employees. We would like a copy of any NDA signed by a new employee related to their failure during the probation period. We would like to know if any female employee received a payout or payment related to this investigation, was asked to sign an NDA, who was released, terminated, removed, etc for failing their probation period.”
4/11/2025: City of Frisco responds and asks us to “CLAIRFY” our request to the city (sound familiar)

1. Jacinta Shanks and Jireh Shoe Investigations: We are specifically requesting any investigative reports, findings, HR communications, termination notices, or disciplinary actions related to Jacinta Shanks and Jireh Shoe. If these individuals were involved in internal investigations conducted by HR or Legal, we request all documents reflecting: • The nature of the investigation • Dates of the investigation • Parties interviewed or named • Final outcomes or recommendations • Settlement agreements, if applicable
2. NDAs Signed by New Employees Who Did Not Complete Probation We are requesting copies of any Non-Disclosure Agreements (NDAs) signed between January 1, 2021, and April 1, 2025, by employees of the HR Department who were released, terminated, or resigned before completing their probationary period. If a list of names is required to narrow this down, we ask the City to identify individuals who meet the criteria during that time frame so we can refine accordingly.
3. Female Employees—Payments or NDAs Related to HR Investigations We are seeking records that show whether any female employee involved in an HR investigations between January 1, 2021, and April 1, 2025: • Received a financial payout or settlement (voluntary or involuntary separation) • Was asked or required to sign a Non-Disclosure Agreement • Was terminated, released, or otherwise separated during or at the end of probation These may include settlement agreements, NDAs, HR exit memos, or other documents reflecting these outcomes.
We are not asking the City to answer legal questions—only to provide existing documents that meet the above clarified criteria. If there is a more efficient way to identify the documents—such as a keyword search (e.g., “probation,” “settlement,” “NDA,” “termination”) or a specific custodian of records—please advise. We are happy to work with you to facilitate this.
5/7/2025: Guess what, we assumed for a second time that in the eye of “GOOD GOVERNANCE” they city would be transparent. I bet you can guess their response; it was identical to our other PIR. Literally, identical!
We received the exact same response as the first PIR which reads, “The City of Frisco has reviewed its files, and has located documents responsive to your request. Now we are going to file a PIR for everything related to Sassy Lauren Safranek and what do you want to bet, we are going to get the same response. Using delay tactics to push it out, then send it to the AG to further delay it. Why? What do they not want to come out before you and I vote at the polls? The delay is purposeful and if they truly wanted to show “GOOD GOVERNANCE” – Tammy Meinershagen couldn’t you vote to release the files? Lead the charge for transparency!
GOOD GOVERNANCE: JUST VOTE ON IT!
In our opinion, the city set a precedent with Mark Piland on what is or is not confidential in an employee’s HR file when they went to the council and voted to release his record, especially when that vote was by four members of the council who endorsed and were working on Mayor Cheney’s campaign against that employee. So why can’t they vote again to release the HR file for Safranek, Shanks, and anyone else in the HR investigation? Show the voters you have nothing to hide and that it is consistency of GOOD GOVERNANCE.
WE NEED YOUR HELP!
We think all the citizens of Frisco who want transparent communication should email the city attorney’s office, the entire city council, and the City Manager’s office, demanding the release of all documents from the HR Department investigation, just like they did with Former Fire Chief, Mark Piland. If there is an issue, they should be able to vote on it at a city council meeting. We would expect the same transparency in a 5-0 vote to release it. Because good governance is transparent, right?
To Whom It May Concern:
I am writing as a citizen of Frisco to request full transparency on behalf of the city, to release all HR documents related to the HR investigation into Jacinta Shanks, Lauren Safranek, and any other employee. For us to trust our city government, we need to see transparency, even if that means it has to go to a vote at the city council meeting to be released.
What are they hiding? It should alarm citizens that the city will vote to release one employee’s or a former employee’s records and not release others. One was running against the mayor for office, while the others were not. If you didn’t believe us in 2023 when we called it a political hatchet job, then you should believe us now! Why else would they fight the release of HR records for other employees under investigation?
If transparency were a magic act, Frisco City Hall would be pulling rabbits out of hats while the real answers disappear up their sleeves. Welcome back to our ongoing tale of smoke, mirrors, and municipal mystery, The Phantom of Frisco saga. Now, in Part 2, we go deeper into the back corridors, where the stage props and “public meetings” feel more like rehearsed performances for an audience of none. Community Arts vs Broadway:
For years, the Frisco Arts community was pushing the need for a community theater where residents could perform musicals, art shows and more. How did that turn into bringing Broadway to Frisco? Do we NEED Broadway – No! Do we NEED a COMMUNITY THEATRE EVENT SPACE – Yes! We have a lot of local groups who could benefit from it. A community theater event space would have a much smaller price tag than what the city is pitching today. The city and Tammy Meinershagen, the leader of Frisco Arts, are no longer thinking about the needs of Frisco residents or the Frisco Arts Community.
Backstage Pass to PAC Mentality
Smart Frisco is a local political action committee that supports Proposition A & B. We were open to learning more but then they did a post with the caption It’s Free! Immediately we wondered who is behind Smart Frisco? Who is running Smart Frisco? Who is funding Smart Frisco? NOTHING IS FREE!
The first report filed for the PAC is the Treasure Report which lists the name Heather Eastburn. We simply googled her name at that point to find out she was arrested in April 2023 for “Assault Causes Bodily Injury of a Family Member” and thought is this someone we should trust to tell us it’s free! Then we found out Eastburn used the excuse of being INDIGENT to bond out. That means the party of the original action is unable to afford the costs of paying or giving security costs (bond). Eastburn’s credibility was in question simply because she claims indigency to get free bond/lawyer all while telling Frisco Residents that the $340 million performing arts center IS FREE and WON’T COST US A CENT! Eastburn has a layer of problems we won’t expose here but, in the future, maybe fix your home before trying to take money from our pockets through sales tax.
Who is funding Smart Frisco?
The answer, Smart Frisco has been flushed with $20,000 in cash by Frisco North Development LLC, which is owned by the Wilks Brothers, who are building Firefly Park in Frisco. Firefly is slated to be a $2.5 to $4 BILLION dollar project located next to what could be the home of the future FCFA. Clearly having a Frisco Arts Center next to their billion-dollar development would benefit them greatly.
Then you have Councilman Bicycle Bill Woodard who donated to the PAC. He has done this before when he ran the PAC against the Frisco Firefighters in 2024. Why does his involvement make us cautious? Our city is constantly in the news, and every picture taken has our council front and center at events. When you want to use the excuse “I am doing this as a private citizen not a council member” we don’t buy it! We have proven that the PAC last year used city resources which Bill could have only had access to as a councilman and to us you can’t play both sides. Residents give more credibility to what he says because he is in a position of leadership versus another PAC run by regular ole joes! When a PAC is funded 99% by a developer, and the voice for the PAC is a city council member – that concerns us!
Letter of Intent (LOI) – Language Semantics at play!
How does semantics play into an LOI? Semantics is the meaning or interpretation of a word or sentence. A letter of intent (LOI) is a formal written document expressing a party’s intention to enter into a contract or agreement. It outlines the main terms of the future agreementand shows a serious commitment to a deal. LOIs are preliminary to any formal dealsor terms and are designed to be general and non-legally binding.
Pay attention to the key words in the definition which are intention, agreement, commitment, preliminary, and non-legally binding. The City Council wants us to vote on changing the use of funds in our EDC based on a commitment, preliminary, non-legally binding agreement. Some would say it is filled with semantical words, depending on how you interpret them.
On April 1st, the city council authorized a LOI with Frisco Live for them to be the operator-at-risk for the new FCFA. We reviewed the 8-page Venue Operator Letter of Intent and the first thing to catch our eye was the following which states, “Frisco Live is a Texas non-profit corporation formed by Broadway Dallas and Broadway Across America.” Then it goes on to say they will make the best effort to obtain tax-exempt status, however if they don’t the parties will still move forward.
Why does this matter? The non-profit with a tax-exempt status is to help them with FUNDING! Remember, the last $100 million must come from donors or heavy hitter sponsors. This is the biggest piece of “the unknown” pie that residents should be concerned with. According to the IRS website, “Until a nonprofit receives that status—even if it operates as a nonprofit in good faith—donations to it are not deductible. Just calling yourself a nonprofit or even being registered as a nonprofit corporation with your state is not enough for federal tax purposes.” Why would you donate when it is not tax right off? If they did not achieve tax-exempt status and the city moves forward anyways, then how will they cover the $100 million they are supposed to be raising from donors?
They also stated at the meeting they had done two funding studies and had a target list so why not share the studies. As of now we can only assume there are no donors who have signed a commitment to fill this gap. Project Theatres has stated numerous times that most donations don’t come in an upfront lump sum – they are given over years. The city needs to state before we vote to change the use of EDC funds what will happen if they don’t get that status and where will the money come from? Why would you vote so they can continue to move forward, spend more money on a very expensive project with so many unanswered risks. How much do we spend without knowing the facts? Again, residents need to ask themselves, are they willing to take a $100 million dollar risk?
Next the LOI talks about how Frisco Live will contribute $4 Million to the FCFA Capital Campaign Fund as part of the 2025 “silent capital campaign” effort. It goes on to say the delivery of that money is contingent upon the following and is fully refundable if not meet.
1. In the event the project is canceled before completion or fails to be completed.
2. If The City of Frisco and PISD fail to get the bond issuances necessary to design and construct the project.
3. The City’s authorization and funding of the one-time maximum $8 million reserve balance split between three City administered funds. First $6 Million for the startup “Operational Support Fund,” plus $1 Million for the “Facility Maintenance Fund” and $1Million for the “Major Capital Expense Restricted Fund.”
What caused us to be concerned? The number $8 million because every time this slide comes up in their presentations, they say $6 Million. They have failed to highlight the two $1 Million contributions, aka they just put that in the small print.
When we watched the April 7th meeting a resident named Dan Elmer took to the microphone (2:20:00) and explained his background in private equity and how he is in charge of approval authority for loans for a local bank. He said he could not vote yes for the propositions based on what was written in this LOI. He said he was incredibly disappointed to watch the council approve this LOI especially after Councilman Brian Livingston asked the question “who are the parties to the definitive operation agreement” being discussed and no one could answer that.
Elmer went on to say, while the consultants and council expressed Broadway Dallas and Broadway Across America, based on the current LOI that is not true. Elmer then held up the agreement and said Page 1 – “Parties Involved” – City of Frisco and Frisco Live Inc.” Elmer then asked, “Why does that matter?” The structure proposed is a remote bankruptcy structure and there is no recourse to Broadway Dallas or Broadway Across America. That would require a separate agreement.
Elmer then asked, “What’s the role of Broadway Dallas and Broadway Across America as written in the current LOI?” They are CONSULTANTS to Frisco Live! That means they are providing services to Frisco Live, a Non-Profit Bankruptcy Remote Entity. Why is that important?” Let’s say they run out of funding, Elmer said that means they have no assets, andno one is required to step up and fund this entity as the LOI is written today.
Elmer continued, “in order for that to happen you need a keep well agreement which is an agreement that those entities will continue to provide funding in the event of an operational loss which is not in this LOI today.” You don’t have a guarantee of an operating agreement from Broadway Dallas /Broadway Across America. What you do have is “THE PROMISE TO NEGOTIATE THE CONSULTING AGREEMENT AT A LATER DAY UNDER UNSPECIFIED TERMS.” He also stated at the April 1st meeting it was said we are not paying management fees to Broadway Dallas / Broadway Across America. He pointed out that it is not true, we will be paying consulting fees which are stated in the LOI. He said whatever fee arrangements are to be paid should be back end loaded to limit the fees they are paid early before the concept is proven. Again, he stated, none of that is discussed in the LOI. Holding up the agreement he said these are not things to be figured out in the next steps, these are material deal terms that are not in the framework of the deal.
Elmer went on to say that he reached out to the email on the presentation and the phone number to ask what the fees are to be paid in year 1 & 2 and he got no response. He closed by stating he is not against the project, but he is against a bad deal, and this is a bad deal. Sir, you took the words right out of our mouth!
Facility Use
We heard over and over the “Community Hall” will be shared by Prosper ISD and several local community groups. Based on the presentation on 4/7/2025 (slide 7) it stats that Prosper ISD, community non-profit arts organizations, small community events, visual arts exhibits and regional events will occupy the facility 84% of the time. The remaining 16% of the time it will be dark days, meaning no use. A note at the bottom of the slide says, “community use projections INCLUDE PISD NEEDS.”
Former City Manager, George Purefoy, posted on Facebook that he was told at the open house that the local arts groups will have approximately 50% of the use of the small theater. According to the city’s FAQ , “Prosper ISD is anticipated to be the predominant user of the Community Hall.” Funny they don’t have consistent answers to the questions! It must have been a typo when they left off the percentage on the answer in the FAQ. We decided to go directly to the source… Prosper ISD that is!
We emailed the Superintendent for Prosper ISD and one of the questions we asked was what % of the time would the community theater be used by Prosper ISD. The Chief Communication Officer responded to us, Rachel Trotter and said, “AS OF TODAY, THE SMALLER THEATER WILL BE USED 84% OF THE TIME BY PROSPER ISD.”
Question, if Prosper is using it 84% of the time and it’s dark 16% of the time, then when are the community non-profit arts organizations, small community events, visual arts exhibits, or regional events supposed to use the facility? The question of Prospers quantitative use of the community hall was asked this week and Gena with Project Theatres paused and never directly answered, instead she gave generic percentages as we expected. Based on how the Universal Kids vote went down, it is our opinion that the night of the vote many will be shocked to learn some “changes” may take place leaving no availability to other groups. We call it the Bait & Switch!
Well, they can use the large hall right? Yes, but can they afford to rent the large hall? Probably not!
Next, based on the usage chart, Broadway will only be using the Large Hall 15% of the time. A $340 million dollar investment for 15% of the time to be used for Broadway. Does that sound reasonable to you?
Conflict of Interest
Lastly, we point out the conflict of interest starting with Tammy Meinershagen. She claims to be voting yes for this because she believes it is good for the community; the truth is there is no way in hell she would vote against it. Tammy was introduced to music as a young child and plays the Violin and at age 5 she played her first concert at the Rockford Symphony Orchestra in front of 5000 people. Her family moved to Frisco in 2004, and in Voyage Dallas Magazine article in 2018 she said, “As a professional musician and teacher, I felt a bit like a fish out of water in Frisco, and I wanted to help our city become more well-rounded.”
Meinershagen went on to say in the article, “I began serving in many capacities regarding arts and culture, as PR/Marketing Chair of the Texas Music Teachers Association, Diversity Chair for the Frisco Council of PTA, a Board member of Frisco Public Art, and Frisco Association for the Arts. After meeting Councilman Jeff Cheney (now Frisco Mayor) in 2009, I was eventually appointed to the 2015 Citizen Bond Committee to represent the arts. It was there, that I spearheaded a successful bond initiative of $10 million in bonds for a performing arts center in Frisco.”
At the time of the article, she was serving as the Executive Director of Frisco Arts, the city official arts advocacy agency. Our point, even if Tammy Meinershagen thought this was a bad deal – there is NO WAY SHE IS VOTING AGAINST IT. She is blinded by her love and conflict of interest. She knows if this does not pass it could be another 5 to 10 years down the road before another opportunity comes up. Her conflict of interest is glaring when it comes to voting and being involved on this project.
Next up, Cheney! He has been transparent that he wants this to be a destination city. Based on the proposed location it will help Mayor Jeff Cheney, and the Cheney Group sell more houses at the PGA (where he claims to have no exclusive contracts). It will help his friends, the Wilks brothers, and their billion-dollar development. It will help the new PGA Entertainment District being built by Cheney’s friends (remember his former Broker). The potential millions to be made off tourism directly are the real driving force here for Cheney and his developer friends.
Lastly Bicycle Bill – if he wants to donate from his campaign fund to the Smart Frisco PAC and be a voice for the PAC then claim he is doing it as a private citizen – we say NO WAY! You did not donate from your personal funds, he used his campaign money, that was donated to him to help him win his run for the council. In our humble opinion, we would say that is a conflict of interest.
TIME TO VOTE
Where does it end? April 22nd starts early voting, election day is May 3rd, and you are the deciding vote! What we do know is that details are important, and the truth is we don’t have many details at all. City leaders have said this is the most transparent project they have ever worked on, and you’re seeing the whole picture. But as any good illusionist knows: if you’re watching the right hand, you’re missing what the left one’s hiding.
We warned you to buckle up! We told you the sales pitch would be coming from all angles, and it would be Oscar-worthy. We also told you don’t be surprised when the fine print on this production budget reads: No refunds, taxpayers!
Listen to what others are telling you and look at the resume! Former City Manager George Purefoy says this deal is no good. Ron Patterson, who resigned after 21 years with the City of Frisco, where served as an Assistant City Manager, President of the Frisco Economic Development Corporation (EDC), and then became the Deputy City Manager and was one of the top 3 candidates to replace George upon his retirement has also said this is a bad deal. Former City Council member Shona Sowell and current Councilman Brian Livingston are saying – no! Cheney wants you to believe they are all idiots and they just don’t understand this deal.
The mayor and council are banking on residents to fall for the Broadway glam, so they don’t look at the details behind the curtains. Hell, we have not even talked about the parking garage that will be needed for this project yet. Trust me, they say! In the end, if this passes, they hope that by the time the shiny new Performing Arts Center opens, everyone will have forgotten how the money got there in the first place. Maybe they’re right. Or maybe, just maybe, Frisco isn’t as easily distracted or stupid as they think. Know Before You Vote!
As for me? I’m just an old man who’s seen this kind of story before. When you cut corners in winemaking, you don’t get a masterpiece, you get something undrinkable. And when you cut corners in city finances, you don’t get a thriving, well-managed town. You get a mess.

You are maybe thinking this does not happen in Frisco, right? We received several emails from readers and insiders saying it did. The Infiltrator Playbook can unearth secrets about your opponent’s campaign. We received an email about how the Frisco Safety First PAC (aka the city) sent insiders to a private event held by a Stonebriar resident for John Redmond, Mark Piland, and the Frisco Firefighters Association. It was like a meet and greet but at the country club open to residents who lived within the community interested in meeting the candidates. According to the sender, former Frisco Mayor Michael Simpson and former Frisco City Manager, George Purefoy showed up. Other guests included Dick Peasley whose name appears on the PAC paperwork and represents the city on the North Texas Municipal Water District for the last 10 years. Steve Trent attended who serves on the Visit Frisco Board. Next, you had representatives from the Pelham campaign including Linda & Ed Kelley and Ann Harris. Linda serves as Angelia Pelham’s current campaign manager and Ann served as her campaign manager in 2021. That is quite a list of the Who’s Who of Frisco!
Simpson, Harris, and the Kellys, qualified per the invite we received a copy of because they reside in the community. We were puzzled, why would they want to go to a meet and greet when they support Keating, Pelham, and Safety Frisco First PAC? Then you have Peasley and Trent who live in Frisco Lakes, and Purefoy who lives across the tollway who did not qualify per the invite. Peasley is on the Safety-First Frisco PAC paperwork and that is why we are confused. Call me stupid, but WHY WOULD YOU GO TO AN EVENT FOR CANDIDATES THAT YOU DON’T SUPPORT AND COULD CARE LESS TO GET TO KNOW?
According to the email someone from the club asked Purefoy, Peasley, and Trent to leave because it was a private event. The person close by heard one of them say, “We are with Mike Simpson and want to offer an opposing view.” I asked my wife if she would want to sit through a meet and greet for candidates, she had no intention of voting for? Her answer was short and to the point, “hell no!” Then she asked me if the party crashers invited the opposing FOR view to their meet and greets. She has a valid point.
We keep going back to WHY DID THEY COME? The only clear answer is to spy with their own little eyes, cause trouble, or infiltrate the event to hear what the other candidates had to say and to disrupt it with the opposing view which we find to be rude and classless. If they felt strongly about hearing the opposing view on the propositions, why didn’t the same people insist that the Frisco Chamber of Commerce invite the Frisco Firefighters Association to the Chamber community forum?
Next up we heard about the Frisco Firefighters Association holding an event at a local restaurant and they invited the community to come out and talk to them. My wife and I went to eat and check things out. As we sat there, I said to my wife, don’t those guys look familiar? We pulled up the email sent to us, and there were some familiar faces, Dick Peasley and his Vote No Friends.
We thought it was so nice of them to show up and offer so much support for the Frisco Firefighters (just kidding), but they were there to watch and listen to what was happening at the FFFA Meet and Greet. We are guessing they paid close attention so they could report back to Frisco Star Enterprise. Now it is a public restaurant, but it was no accident Dick Peasley and his friends showed up and kept trying to engage with firefighters. If we had to guess, they probably were recording them and everything they said to try and use against them later in the campaign.
If we were to ask Dick, why are you here? My guess is we would be told to make sure the “opposing” side was represented. How many times do you think the Frisco Firefighters, Piland, or Redmond showed up at their private events? Just a guess, but we would say zero! It was clear they would attend every event they could based on their orders from Frisco Star Enterprise. WHY WOULD YOU GO TO AN EVENT FOR CANDIDATES THAT YOU DON’T SUPPORT AND COULD CARE LESS TO GET TO KNOW?
The best one, we saved for last! We received an email tip that Keating may have put a plant into the firefighter’s campaign station at the polls. At first, this was a stretch even for us, but we kept reading. The email stated they had been at the Fire Station to do a few hours of poll greeting and noticed an older lady sitting with the firefighters. They stopped to say hi to them and asked if the stranger was one of their mothers out to help for the day. They responded no, she just came over and sat down with them and said something about she would not hold a Vote No sign and wanted to support the firefighters.
When their time was done, they went about the day when she realized one of her earrings was missing. She wanted to backtrack her steps and ended up going back to the fire station. She pulled into the parking lot and noticed it was empty except for two cars across the way from her. She recognized the “older woman” from earlier that day sitting with the firefighters and already knew who the man was from seeing him at the polls.
Well, who was it? Jason Zelovics, owner of Mustang Strategies LLC, a political consultant and guess who he represents, John Keating! In fact, Keating has paid Mustang Strategies over $85,446.50 from October 2023 to April 2024 for political consulting, mailers, signs, digital media, flyers, and polling expenses. Why was this woman talking and being so friendly with Zelovics, who DOES NOT support the firefighters? The email said, something felt off, so she started taking pictures and videos of them in the parking lot. She saw them exchange a little “black thing” and then after about 30 minutes they said goodbye and drove out of the parking lot.
Flustered, she forgot about her earring and drove home. Later that evening her husband shows her the new Safety-First Frisco post which talks about yellow firefighter shirts, and it has a close-up photo of the so called “union” logo. The next day when she went to complete her two hours at the polls and noticed the same woman wearing a “KEATING T-SHIRT” and holding a Re-Elect Keating sign. As she walked by the firefighters, she said hi and stopped to tell them what she saw, and they said they knew something was off by the questions she asked and because she wanted a shirt so badly. They seemed to blow it off, the writer said.
After reading her email and looking at the pics we thought, this woman was not crazy. That leaves us with one very important question. Did Keatings “political consultant” put a mole in with the firefighters to try to get a shirt, take pictures and record them? Did they use the little bit of info they obtained to adjust their communication talk track? The lady came back every day until election day, never talked to the firefighters again and held a Keating sign every time.
In closing, it was clear the Safety-First Frisco PAC, Keating and Pelham’s people were going to go to any lengths to win. There was a lot of “Fields Developer Money” at stake and expectations to pull off a win. We should all be asking the following questions: Why did Dick Peasley and his buddies show up over and over at both private and public events held by the “other side?” Why did Dick Peasley feel the need to berate the firefighters at the polls telling them they are overpaid and under worked? What level of desperation did you feel that you had to send a 70-year-old mole into sitting with the FFFA at the polls to gain intel? Is Keating proud of his Cheating (in many ways apparently)? We would also like to know if Keating will release the itemized bill from Mustang Strategies. Why, well something does not add up that he spent $85,446.50 more than any other recent local and even some state-run elections.

Ah, the City of Frisco elections, where candidates pop up like mischievous moles in a game of whack-a-mole. The battle in the whack-a-mole arena begins and the candidates are ready to take their swing at the other. It starts with the Whack-a-mole Forums, where they take a stance and tightly grip their mallet waiting for the right opportunity to smack down the opposing candidate. To everyone’s surprise, candidates just keep popping up somewhere else. It is a constant battle through the political season as you whack and jostle for position, each promising to fix the potholes, and lower property taxes while dodging the inevitable accusations of shady dealings. As early voting begins, you wonder if you’ve nailed down your opponent enough that they will surrender and retreat to the darkness of their hole. They surprise you and pop back up and are ready to battle to the very end. As election day draws to a close so does the delightful game of whack-a-politician and soon a winner will be given the gold mallet. If only it were that easy!
Now that the recent election is over, we want to look at the “Election Playbook” or tactics used because you may be surprised by some of the underhanded measures that involved active and former city officials. Then again maybe not! The first tool in the election playbook is the power of social media. The Safety-First PAC, run by an ACTIVE SITTING CITY COUNCIL MEMBER BILL WOODARD, took the “take no prisoners” rhetoric approach which means victory or supremacy at all costs without any regard to consequences.
One post talked about how when there’s a fire in the city, they don’t want to see the Frisco Firefighters sitting on the sidelines campaigning and playing politics. “Don’t claim the department is understaffed when 6-7 firefighters are sitting at each of the polls every day doing the Union’s bidding” the post said.
Residents were quick to respond that the post was appalling, arrogant, and ignorant. City Councilman, Brian Livingston responded to the post and said he was pretty sure firefighters get days off and if called upon would have been happy to assist. He specifically pointed out we can disagree on the props without personally attacking them. Sapp, President of the Frisco Firefighters Assoc was also quick to respond. He said, “to insinuate that our OFF-DUTY engagement in exercising our First Amendment rights suggests we don’t care about our department or our brother and sister firefighters facing a fire is GARBAGE! He continued, if the city had called for help, he could guarantee the polls would have been empty and every OFF-DUTY firefighter would have shown up.”
We quickly noticed each time a negative comment was made, the PAC just hid or deleted it, and then they swiftly blocked residents from the page to control negative opposition. These were the actions of councilman, Bill Woodard, and his city sidekicks. Wait, are you telling me the Safety-First Frisco PAC (aka the city) which fought so hard and nasty against the firefighters don’t believe in FREE SPEECH? You know your FIRST AMENDMENT RIGHT! Ultimately the post was removed from the page probably because burning down the house (figure of speech) was not the best idea.
Another post called the firefighters association “soldiers without a war, and they follow a playbook of confusion, fear, and intimidation.” After talking to residents, we are sure the VOTE NO PAC put out the confusion, created fear, and used intimidation tactics with the DEVELOPER MONEY they had in their pockets. Over the next several posts they released several takeaways from Mayor Jeff Cheney’s conversation with Sheryl Sculley regarding the “big bad Unions!”
In the first video Mayor Jeff Cheney called his “BIG AHA MOMENT” related to the playbook of unions and how they operate. The first was that Associations/Unions try to pit citizens against their elected officials, city manager, and city government.
Then he goes on to say they intentionally put out misleading information. For example, the signs across town say Frisco Firefighters “really big,” and the “association” is very small. What we find interesting is that Mayor Cheney had no issue with the Frisco Firefighters’ signs when they endorsed him and put it on a billboard. We found this on social media, that says Frisco Fighters REALLY BIG, and where is the word association? Ouch, it hurts to look like a crybaby!
The next post was about the Cockroach Theory. We must assume since the video was posted that the Safety-First Frisco Vote No PAC agreed or endorsed Sculley’s comments. It starts with her claiming that the San Antonio unions during elections would tell candidates to give them what they want, or they won’t support them and will run someone against you.
What we find humorous is that Bill Woodard, Jeff Cheney, Laura Rummell, Brian Livingston, and John Keating have all WILLING APPLIED AND ACCEPTED the endorsements from the Association (OH SORRY, UNION), over the years. Since they supported another candidate other than the incumbent, we are now we are supposed to believe they are in a power struggle and blackmailing people.
She then goes on to say the machine of the Union has to keep the “PRESSURE ON” the council members, and once they have them under their shoe like a cockroach, they had to apply pressure and change their tactics to keep them reeling until the Union’s goal is achieved.
We see this very differently because it was the city’s Vote No PAC that sent multiple mailers with different messages, multiple text messages with different verbiage, and talked about higher taxes and outsiders. At one point we felt like if we voted FOR the proposition “outsiders” being Aliens might abduct us in our sleep and take us to their leader to brainwash us and intimidate us into voting NO.
The next post was a video of Sculley and Cheney talking about how you can love your firefighters and disagree about having a union in your community. We could not agree more with Mr. Cheney. You can disagree civilly, however, that is not what you, the council, city and former city officials, and the Vote NO PAC funded by your friends choose to do.
Would you like examples? Angelia Pelham personally attacked the Frisco Firefighters Association board members at a forum and threatened to oust the firefighters who spoke to her in private. Then the Chamber did not allow the firefighters to present at an educational community forum. Lorie Medina, your former Chief of Staff, and campaign manager repeatedly shouted that our firefighters were liars at the polls. Mr. Dick Peasley verbally berated them saying they were overpaid and underworked. Friends of the council in a large social media group then accused firefighters of setting the fire in Chappel Creek to help their cause for the propositions. The Vote No PAC constantly attacked the character, integrity, and qualifications of the Frisco Firefighters. It was “NASTY” Mr. Cheney but it was one sided and the choice was yours, the councils and the Vote No PAC on how that played out.
In closing, social media has serious fire power when it comes to getting out a message. Maybe that is why the social media appears to be scrubbed and cleaned up. We could not find any of the previous posts from Safety First Pac who deleted their page, or photos of the council holding the VOTE NO signs at the polls.
While residents were shocked by some of the posts, employees and former employees of the city were not, according to insiders who emailed us. One said, “That type of behavior is standard operating procedure for the city from the departments to the king of the hill better known as City Manager, Wes Pierson.” Another insider email said, “The only difference is now the residents are seeing what happens behind closed doors at all levels of the city.” They concluded by asking us not to use their name for fear of losing our jobs at city hall. Fear of losing their jobs is something we hear often from City of Frisco employees.
We have wondered for years how these political endorsements and donations work in the City of Frisco. We have pointed out that council members donate to each other, that they take rather large donations from developers, and that it all gives off the wrong appearance to the public. We have been met with such resistance to the suggestion that this city is bought and paid for, and the victims are the residents, just living their lives paying taxes. All we have wanted is for the residents to have a voice and a right to vote for what they want in this city, something that terrifies our council and city management. So how are things bought and paid for, well grab some popcorn because we are about to tell you.
Let’s start with Safety First Frisco, a PAC, set up to oppose Proposition A & B for Civil Service and Collective Bargaining put forth by the men and women who serve our city in the Fire Department every day. The PAC was set up by members of our city council (Bobblehead Bill Woodard), Former City Manager George Purefoy and Mike Simpson, Dick Peasley, and many more of the Cheney klan. Then add to that our current council members (minus Brian Livingston) who are out block walking, holding community events, and taking to social media to oppose the propositions and take jabs at our firefighters while trying to tell us how to vote. Yes, I know they will say we are crazy!
Well, this morning we pulled down the Safety First Frisco campaign finance report which was filed 3 DAYS LATE. What we saw was chilling, appalling, disturbing, and intimidating. We talked about how the PAC was set up in our earlier blog, The Secret PAC. Today’s campaign finance report shows that from 1/1/2024 to 3/25/2024 the PAC took in $105,201.32 which breaks down to $22,950 in monetary political contributions, $12,251.32 in non-monetary contributions (in-kind), and $70,000 in monetary contributions from CORPORATIONS OR LABOR ORGANIZATIONS. Stop and read that again and let it percolate that in 2 months a PAC took in $105,201.32.

What does all this money mean? It means Frisco was bought and paid for by DEVELOPERS!!!! These same people who run the same corporations have donated to almost every one of our council members, some more than others (meaning Cheney). Just look at Keating and Pelham’s current campaign finance reports, the same names appear across the board.
Ask yourself, why are current council members so OPPOSED to the Frisco Fire Fighters Association, which has been around since 1997, but they all took ENDORSEMENTS & MONEY OR IN-KIND DONATIONS from them when running for office? The firefighters spent about $10,000 on Bill Woodard and about $8,000 on Laura Rummell. They have paid for signs and billboards for the candidates they have endorsed. Now, they want you to believe the Frisco Fire Fighters and the ASSOCIATION are trying to RUIN AND DESTROY FRISCO?
We have been to a few events now and the message from the Fire Fighters has been consistent at each one. If you don’t like Prop B, then don’t vote for it, but please understand why they are pushing for Prop A and consider voting Yes for Prop A. They also have said that come May 5th when the election is over, they will still show up at your door and be here to service the citizens of Frisco the same way they have all these years. That begs the question, how is our City Council serving the citizens? Wait, they don’t care about what citizens want. Yet when you follow the Safety-First Frisco website or Facebook page all they have done is attack with absolute hate and anger our firefighters, our former Fire Chief, and yet they claim they love them. It feels very personal, to be honest.
They are serving themselves! Bobblehead Bill wants his bikes, trikes, and trails. Tammy wants her performing arts center. Keating stands up for Veterans which we respect but outside of that he is just there for the photo opp and to be a cool kid. Laura Rummell claims to be the pet advocate, yet she has done nothing. Brian maintains his concerns about density and resident welfare. Lastly, for years, rumors have followed Mayor Jeff Cheney or should we say Real Estate Broker Jeff Cheney that he has used his position as Mayor to further his own business and personal wealth. For years, Jeff Cheney has denied over and over any wrongdoing, favoritism, or personal benefits from his relationships. All his loyal subjects fall in line and defend him and say it is just a COINCIDENCE.
