Demand Transparency & Good Governance

Tammy Meinershagen speaks of how she loves “governance” and that is her favorite part of the job as a councilwoman.  One “best practice” and vital component of good governance is transparency.  Why is transparency so important?  It boosts public trust, confidence, and citizen participation.  Transparency has become a virtue in public management and public policymaking. It is an important democratic value that a trustworthy, high-performing, and responsible government pursues.

WHY IS FRISCO NOT TRANSPARENT?

We have to assume everyone reading our blog is new and may not have read previous blogs.  In 2023, when Mayor Cheney was running for re-election against Retired Former Fire Chief, Mark Piland we wrote the blog Tangled Web of Lies (click on the title to read it) which detailed out how acting HR Director Sassy Lauren Safranek set in motion a calculated witch hunt to protect her job and wrongdoing against then Fire Chief, Mark Piland.  

Why is that blog so important?  In it, we mentioned that on April 4, 2024, the Frisco City Council, after emerging from an executive session, voted on one item from its executive agenda. “In connection with item No. 2A, ii on tonight’s agenda, Bill Woodward made a motion, “I move to authorize the city manager to release the second investigative report, dated Sept. 1, 2022, concerning Mark Piland.”  That night, the Frisco City Council, with a 5-0 vote, moved to pass the motion.  Mayor Cheney conveniently recused himself. It is important to note that Bill Woodard, Angelia Pelham, John Keating, and Tammy Meinershagen had already endorsed and been helping with Mayor Cheney’s re-election campaign.   That night, it was clear the release of this document was designed to be a political hit job.  Since that night, Woodard also ran a PAC against our Firefighters and started the Vote Yes for Broadway PAC with Tammy Meinershagen. 

CLEARLY, THE COUNCIL MEMBERS WERE COMPROMISED AND SHOULD HAVE ALSO ALL RECUSED THEMSELVES ALONG WITH JEFF CHENEY!  BETTER YET, IT SHOULD NEVER HAVE BEEN VOTED ON BY THE COUNCIL MEMBERS – WHY NOT SEND IT TO THE AG INSTEAD?

They didn’t want to wait 45 to 60 days because that would have been “after the election,” and they were worried Mark Piland might win. So, shaking in their boots, they took it upon themselves to vote at the council. The same council that determines ethical complaints against each other!

Fast forward to 2025 and we write our blog City Hall’s Troubled Seas last week that questions why “TOP BRASS” HR Director, Sassy Lauren Safranek and Assistant HR Director, Jacinta Shanks just vanished into the dark night.  Missing for weeks, internal sources telling us that they both had been suspended, investigations were ongoing, and their return dates to the office were unknown made us file some PIR’s for more information. 

FIRST PIR REQUEST: JACINTA SHANKS

4/1/2025: FWB Filed the Public Information Request

“We would like all documents and information regarding the investigation into, administrative leave of, and outcome of Jacinta Shanks – HR. We would like any and all investigative records, including emails, screenshots, and messages regarding Jacinta Shanks and fellow employees that refer to them making racist remarks/comments to other black subordinates, disparaging employees, and making fun of other employees. We would like to know if Jacinta Shanks received a promotion after this investigation.”

4/16/2025: City of Frisco responds and asks us to “CLAIRFY” our request to the city

4/22/2025: FWB replied to the request

5/7/2025: We assumed in the eye of “GOOD GOVERNANCE” they city would be transparent just like they have been with previous employees, right?  No.  Absolutely Not!    

We received the response that reads, “The City of Frisco has reviewed its files, and has located documents responsive to your request. However, due to issues of confidentiality, the City has chosen to seek a ruling from the Office of the Attorney General regarding the release of the responsive documents. Please see attached for a letter from Abernathy, Roeder, Boyd & Hullett, PC, attorneys for the City of Frisco, informing you of the City’s decision to seek a ruling from the Office of the Attorney General. The Office of the Attorney General has up to 45 business days in which to make a ruling regarding your request.”

SECOND PIR REQUEST INTO JACINTA SHANKS AND JIREH SHOE

4/1/2025: FWB filed a PIR Request

We also filed a second PIR that reads, “Related to the Jacinta Shanks and Jireh Shoe Investigations or any other HR employees. We would like a copy of any NDA signed by a new employee related to their failure during the probation period. We would like to know if any female employee received a payout or payment related to this investigation, was asked to sign an NDA, who was released, terminated, removed, etc for failing their probation period.”

4/11/2025: City of Frisco responds and asks us to “CLAIRFY” our request to the city (sound familiar)

4/22/2025: FWB replied to the request

1. Jacinta Shanks and Jireh Shoe Investigations:  We are specifically requesting any investigative reports, findings, HR communications, termination notices, or disciplinary actions related to Jacinta Shanks and Jireh Shoe.  If these individuals were involved in internal investigations conducted by HR or Legal, we request all documents reflecting:
• The nature of the investigation
• Dates of the investigation
• Parties interviewed or named
• Final outcomes or recommendations
• Settlement agreements, if applicable

2. NDAs Signed by New Employees Who Did Not Complete Probation
We are requesting copies of any Non-Disclosure Agreements (NDAs) signed between January 1, 2021, and April 1, 2025, by employees of the HR Department who were released, terminated, or resigned before completing their probationary period. If a list of names is required to narrow this down, we ask the City to identify individuals who meet the criteria during that time frame so we can refine accordingly.

3. Female Employees—Payments or NDAs Related to HR Investigations
We are seeking records that show whether any female employee involved in an HR investigations between January 1, 2021, and April 1, 2025:
• Received a financial payout or settlement (voluntary or involuntary separation)
• Was asked or required to sign a Non-Disclosure Agreement
• Was terminated, released, or otherwise separated during or at the end of probation
These may include settlement agreements, NDAs, HR exit memos, or other documents reflecting these outcomes. 

We are not asking the City to answer legal questions—only to provide existing documents that meet the above clarified criteria.
If there is a more efficient way to identify the documents—such as a keyword search (e.g., “probation,” “settlement,” “NDA,” “termination”) or a specific custodian of records—please advise. We are happy to work with you to facilitate this.

5/7/2025:  Guess what, we assumed for a second time that in the eye of “GOOD GOVERNANCE” they city would be transparent.  I bet you can guess their response; it was identical to our other PIR.  Literally, identical!   

We received the exact same response as the first PIR which reads, “The City of Frisco has reviewed its files, and has located documents responsive to your request. THIRD PIR WE ARE FILING NOW: Lauren Safranek HR

Now we are going to file a PIR for everything related to Sassy Lauren Safranek and what do you want to bet, we are going to get the same response.  Using delay tactics to push it out, then send it to the AG to further delay it.  Why?  What do they not want to come out before you and I vote at the polls?  The delay is purposeful and if they truly wanted to show “GOOD GOVERNANCE” – Tammy Meinershagen couldn’t you vote to release the files?  Lead the charge for transparency! 

GOOD GOVERNANCE: JUST VOTE ON IT!

In our opinion, the city set a precedent with Mark Piland on what is or is not confidential in an employee’s HR file when they went to the council and voted to release his record, especially when that vote was by four members of the council who endorsed and were working on Mayor Cheney’s campaign against that employee.  So why can’t they vote again to release the HR file for Safranek, Shanks, and anyone else in the HR investigation? Show the voters you have nothing to hide and that it is consistency of GOOD GOVERNANCE.

WE NEED YOUR HELP!

We think all the citizens of Frisco who want transparent communication should email the city attorney’s office, the entire city council, and the City Manager’s office, demanding the release of all documents from the HR Department investigation, just like they did with Former Fire Chief, Mark Piland. If there is an issue, they should be able to vote on it at a city council meeting. We would expect the same transparency in a 5-0 vote to release it.  Because good governance is transparent, right?

What are they hiding? It should alarm citizens that the city will vote to release one employee’s or a former employee’s records and not release others. One was running against the mayor for office, while the others were not. If you didn’t believe us in 2023 when we called it a political hatchet job, then you should believe us now! Why else would they fight the release of HR records for other employees under investigation?

Forum Fix: Frisco Chamber of Complicity?

Have you ever wondered what the relationship is between The City of Frisco and the Frisco Chamber of Commerce.  Despite the cozy public image, they often present together at ribbon cuttings and business luncheons, they are legally and structurally separate entities. The Chamber is its own entity and has a foundation which is a private, nonprofit organization.  What does all that mean?  Simply put, they are not a department or arm of the city government. 

The Chamber has a board of directors and its own funding, which is primarily from membership dues and sponsorships.  While the Chamber claims to be independent they often collaborate on economic development, public policy and community events.  City officials and Chamber leadership often sit on the same committees and advisory boards. 

Every election cycle, the Frisco Chamber Government Affairs division takes a strong and proactive stance on governmental issues.  Locally they focus on business-friendly initiatives and educating and informing local voters.  Per there website, “The Frisco Chamber does not endorse candidates but plays a strong role in encouraging voters to know the candidates and issues and make informed decisions. The Frisco Chamber does this through candidate forums and communication efforts.”

We would argue that they do “endorse” without “endorsing” candidates.  We would also argue they do limit what they want to inform voters about.  When it comes to candidates they are not as “fair-and-balanced” as they claim to be.  Want the proof?

Compare those three situations and tell me what is the difference between them?

At the Chamber Forum in 2023, where Mark Piland ran against Mayor Jeff Cheney, the Chamber team specifically asked Mark Piland about a false story that was planted in the DMN by the city to destroy his character just before early voting again.  They went as far as asking Piland about a direct quote in the article.  The point of this question was to push votes towards Mayor, Jeff Cheney!

In 2024, we wrote about the Frisco Chambers “Election Fix” in our blog. There were two propositions on the ballet for Civil Service and Collective Bargaining.  They never wanted to go this route, but they felt the city had given them no choice after years of denying staffing issues that put their lives at risk each time they report to a fire.  The Frisco Chamber invited Safety First Frisco PAC run by Councilman Bill Woodard to the Forum and gave him 10 minutes to speak about why citizens should Vote Against the Propositions.  What about the Firefighters, were they given the same time?  No, they Frisco Chamber did not invite them.  The night of the event two of the Frisco Firefighters Association board sat in front row and the Chamber could have seen the oversight or mistakes they made and allowed them to speak the same courtesy, BUT THEY DIDN’T! 

The Frisco Chamber also sent out two email blasts, one in March, and one April before the election to local business and members advocating on the issue to Vote No!  Local resident, James Nunn took to Facebook and wrote, “The Frisco Chamber of Commerce just sent an e-blast to their membership advocating a “no” vote on a local issue relating to the workforce of the City of Frisco.  This is another example of the Chamber pandering to elected (and formerly elected) officials in Frisco.  This action alienates part of the membership and effectively removes the Chamber as an independent voice on local issues.”

Fast forward to 2025, Tammy “Toxic Tapes” Meinershagen, whose story was posted on Frisco Chronicles You Tube Page and then was picked up by the DMN, CBS11, WFAA, Fox4, and NBCDFW. Everyone should have been on pins and needles waiting for the Chamber team to ask the big question, that never was! In fact, not ONE question related to her “direct quotes or comments” on the tapes released were brought into question.  They completely avoided asking her about the tapes, her divisive and hateful statements; instead, they focused on the increasingly divisive political climate created by individuals referring to supporters of other candidates. 

Remember earlier, we asked you to compare these 3 situations and tell us the difference between them. What is it? The difference is the RULES! 

They don’t play by their own rules on the Chamber website which is to “INFORM & EDUCATE” local voters on the issues.  WHY?  Why would they do that?  The answer is $414,306.80!  That is how much the Chamber has received from the City of Frisco for items such as seminars/schools/training, dues and subscriptions, travel/meal/lodging, food and provisions, and lastly promotional marketing from 2020 to present.  They got over $95k of that in November of 2024!  The Chamber “CAN’T BITE THE HANDS THAT FEED THEM!”

The Frisco Chamber of Commerce is 1000% a biased organization to protect the city, and what the city wants!  For them to claim anything other than that is an absolute fallacy of epic proportions.   Now it is time for some fireworks, stay tuned!

Mental Health Check

In April of 2021 you would have thought an El Paso dust storm full of tumbleweeds came through Frisco and upset the equilibrium of our city.  As we discussed in our earlier blogs Where There Is Smoke PT 1 and There is Fire PT 2, there has been a long standing point of contention between the Frisco Firefighters Association and the city in regards to workers compensation. 

In 2021 the city opposed House Bill 2242 brought forward by Jared Patterson, Texas State House Rep for Frisco.  In 2023 the FFA and Patterson brought HB 471, and they have been working extremely hard to get it or similar legislation passed in Austin that would protect first responders across Texas.  The fight for more protection by the FFA and Jared Paterson has continued into our 2025 Texas Legislative Session.

Even though we knew about the El Paso dust storm, my wife and I were still shocked on May 16, 2023, after tuning into the city council meeting online, like we have done every other Tuesday for years. Mayor Cheney presented a proclamation to Denton County MGMR, for all the work they do each day relating to mental health.  Mental Health Awareness Month aims to increase awareness about the vital role mental health plays in our overall health and well-being and provide resources and information to support individuals and communities in need of mental health support.  

At that same meeting, during Citizen Input (23:00 minute mark), Frisco Firefighters Association President, Matt Sapp, along with Retired Frisco Fire Chief Mark Piland, and Assistant Fire Chief Cameron Kraemer to address the termination of Kraemer, a 27-year Veteran of the Frisco Fire Department. 

What?  After 27-years serving our city and its residents without hesitation, Kraemer was terminated BY EMAIL while on medical leave and under medical supervision for PTSD which we go into more detail about in our blog Backdraft which we really encourage you to read.   

By the end of the meeting, I wanted to scream like Alanis Morrissette…

Where are we two years later? It is Mental Health Awareness Month again, and the second anniversary of Kraemer’s termination BY EMAIL while on medical leave.  The fight is not over, not even close!  It’s time to peel back the curtain on a firehouse-sized problem simmering here in Frisco? Buckle up, this one’s got smoke, politics, and no small dose of Texas-sized irony.

Smoke, Stigma & Silenced: Mark Piland

Since then, Retired Fire Chief Mark Piland has had his name wrongfully smeared and his 40-year stellar career in public service wrongfully attacked by City of Frisco leaders for speaking out on behalf of Kraemer and the Frisco Firefighters Association when he attempted to run for Frisco City Council.

The Legislative Lifeline

When your city will not support you, what do you do?  The Frisco Firefighters Association has continued the fight and has been in Austin off and on the last several weeks with local State Rep Jared Patterson to fight for more protection for public safety employees in the State of Texas.   Just today, HB331 officially headed to the Governor’s desk to be signed into law!  The bill marks the final piece of legislation language from last session’s HB471 that our Frisco Firefighters have been advocating for the past three legislative sessions.

A Firefighters Fight: Cameron Kraemer

And Cameron Kraemer, where is he? Kraemer, while still under medical supervision, started the fight of his life against our very own City of Frisco.  After a hearing on September 21, 2023, before the Texas Department of Insurance, the DMN reports that the administrative law judge hearing the case ORDERED THE CITY OF FRISCO, which is self-insured, to pay Kraemer benefits and any accrued but unpaid income benefits in a lump sum with interest as provided by law.  According to John Riddle, president of the Texas State Association of Fire Fighters, Kraemer’s case is being watched throughout Texas, and it is important to the state’s 18,000 firefighters in 195 communities.  Riddle said in the DMN, “For now, Frisco is among the most aggressive cities in fighting its injured employees at City Hall and the Legislature — and because of that, employees like Cameron Kraemer pay a high price.”

The battle continued as Kraemer took his case before the DOJ for them to determine if he was able to sue the city for wrongful termination which we wrote about in our blog Big Time Casino Payout. The DOJ ruled Kraemer could move forward with a lawsuit so in August 2024 Cameron Kraemer filed a lawsuit for wrongful termination against the City of Frisco in Collin County.  Based on the research we have done, Kraemer is going to win, and we think he will win big!  You can learn more in our December 2024 blog Kraemer vs City of Frisco that we wrote which lays out the details. 

Final Thoughts from the Hillside Winery Whistleblower

Ask yourself why.  Why is the city spending hundreds of thousands on a private law firm to fight so hard and drag this out for so long, when clearly, they are in the wrong?  Why is the city spending tax dollars fighting our public safety employees instead of protecting them and just doing the right thing?   What will this cost us, the taxpayers, when he wins? Our guess…. MILLIONS! But that is not all. We are hearing rumors of other lawsuits that have been or will be filed by former employees of the FD against the City of Frisco.  We are digging into that now! 

They had all the time in the world to prance around asking us to vote to change the use of EDC funds for a Frisco Center For The Arts but they cannot simply make things right with the firefighters. Instead, we have Councilwoman Meinershagen calling them 300lb bullies and complaining that they are fighting for protections that directly affect their life. We have Bicycle Bill Woodard, who wants you to believe the firefighters are lazy (his words during the May 2024 election), and they want to bankrupt the city.  You can’t get a paycheck from a bankrupt city, so why would they want to do that?   Cheney and Keating want you to believe that our RETIRED Fire Chief was fired after a stellar career with the city and 10 years of perfect performance reviews.  Not to mention, in our PIR requests and federal FOIA’s, we found his entire 40-year career was stellar with not one deficient performance review.  Lastly, no one is paying attention to the fact that in the last 6 to 8 months, several (rumor is 6 to 8) of our firefighters are saying Hasta La Vista Baby either via retirement or quitting their job.  They are going to work for other organizations and cities where they are valued.    

Just hope and pray your house does not catch fire because we were already short staffed and now it is getting worse!  The city loyalists just turn a blind eye as always, and function as if nothing if wrong.  They want you to believe we have nothing to be worried about, but as a taxpayer you can bet, I am worried!  Big Time Payouts, the loss of experienced firefighters from our roster puts citizens and businesses in jeopardy.

The Finale of Tea Time!

Back in the day, Frisco was known as a dormant suburb, north of Dallas, but today Frisco is a community undergoing vast changes and becoming its very own urban Metroplex.  Gone are the rural days when everyone knew their neighbors, and a trip to Stonebriar Mall was the excitement for the week.  Today, we are at a crossroads of transformation, and the experience of change has been both loved and hated along the way.

The reason my wife and I moved here was because we loved the sense of community, the schools, and the feeling of being safe.  The truth is all of that has changed with the massive development that has taken place in the last 10+ years.  Yes, we knew Frisco would develop and we looked forward to that at one time.  However, that is when you had a city council who engaged and listened to the residents and decisions were made based on what was best for the community. 

Frisco has changed, and to be very honest, it is now filled with dirty politics on all sides.  Secret deals are happening, and our city council is misleading us to approve projects that are in their best interest, and they are leading with iron fists.  Our priorities have shifted, and our sense of community is disappearing every day.  Today is election day, and each of us has a chance to vote for change. 

We debated on releasing the tape of Tammy Meinershagen when we received it.  In the end, we felt voters have the right to know who they are electing.  Meinershagen’s statements against the South Asian community are offensive. Calling both South Asian candidates idiots and other names is disgusting and shows a lack of leadership and integrity.  She then goes on to talk about how she is not afraid of bullies, even if they are 300lb firefighters or a black woman.  Since when are those who protect and serve bullies?  Her reference to a black woman being a bully because they disagree on how to do things would be the same as calling her an angry black woman, which I am pretty sure the black community would find an offensive stereotype. Then she references that the Frisco population is only 1% Asian, so she has no base here, and with a laugh, says that means she is white. Frisco’s lack of an Asian population does not make you white, Ms. Meinershagen, but it is clear that you want to be.

Then she goes on about her opponent saying she is “offended and insulted that he would run for city council.”  So, she is offended that a citizen who had every right to run, is running?  She pointed out at the Chamber Forum and on this tape how her opponent ran for Congress and lost – well Ms. Meinershagen, John Keating ran for higher office as well.  In fact, he left his seat early to run and when he lost he came back and took over another seat during a special election so does that make him incompetent to run?

Ms. Meinershagen continues to talk about other local leaders, Scott Johnson, Jared Patterson, and Shona Sowell.  Then she talks about residents who are or have taken a chance to run for office, like Mark Piland, Burt Thakur, Jared Elad, and Gopal Ponangi.  While many may be upset, we released these tapes. The bigger question is, WHY ARE YOU NOT UPSET ABOUT WHAT TAMMY MEINERSHAGEN SAID? 

Today Jamie Heit posted on her FRWC page that we have some shady behavior by certain candidates this cycle including that of a current candidate running for office.  Heit ignores all the shady behavior her best friends have done in the past and finds excuses for that but now she sits upon a hill of moral authority accusing this candidate of secretly recording a conversation, questioning her morals and integrity. 

Here is the problem with Heit’s statement: how does she know it was secretly recorded?  Who told her that?  Who told her that the conversation was with this candidate?   There are only 3 ways you would have known the who, when, where and if it was secretly recorded:

1) Ms. Heit you were there, and you participated in the conversation and if that is the case why were you not disgusted then with the comments by Meinershagen?  We know you were not there so we know this option is not possible.

2) Tammy Meinershagen would have had to tell you who this conversation was with and that she was unaware of it being recorded.  If that happened, it means TAMMY IS ADMITTING TO THE CONVERSATION AND WHAT SHE SAID IN IT?   

3) The candidate whom you have accused of doing this would have had to tell you they did it.  We are pretty sure that did not happen.  It would make no sense to be a whistleblower and then yell from a rooftop “It’s me!”

Our guess: Ms. Heit, you know about the conversation because Tammy told you, which means she is admitting to her statements.  Secretly recorded or not, nothing illegal was done as Texas is a 1-party state.  That means Tammy is admitting to her offensive and objectionable conversation.  Someone like that should not be a leader in our city, as her statements clearly show she Tammy has no integrity or ethical morality laying out everyone’s personal business to someone.

Then you have Jake Petrus, otherwise known as the “Town Bully” for the cabal.  He posted that this was a private conversation, secretly recorded at xxxx home.  The only way Jake would know who the other person was or where it was recorded is if TAMMY TOLD HIM!  If he is right, that means he talked to Tammy or someone who had talked to Tammy, to know how and when.  THAT PROVES THE CONVERSATION IS LEGIT AND THAT TAMMY IS CONFIRMING HER ROLE AND STATEMENTS.

Either way it doesn’t matter if Tammy knew or didn’t know – what matters is Ms. Heit and Jake Petras would not know “the how, when and with who” without Tammy confirming it.  That means she knowingly said nasty, hurtful, demeaning, racist things and spread the personal business of those who had trusted her to others in the community like a game of show and tell.  Personally, if I were Johnson, Keating or Pelham, I would be glad to know about this.  Clearly it shows they cannot trust Tammy, who they thought was a confidant/or a friend. 

I don’t think those who considered her a friend would have ever guessed she is spilling the secrets of their lives and private conversations too others.  While we are not the greatest fans of Angelia Pelham and John Keating the fact is they have the right to know their fellow city councilwoman was talking trash about them to others in our community.  Simply put, this was probably not the first time Tammy allowed her loose lips to talk trash – it was just the first time she got caught.

If Heit or anyone, for that matter, wants to claim that someone who recorded this is not fit to be a leader, then we want to know why Tammy’s statements and behavior which clearly show a lack of integrity, knowledge or ethical morality is not being called out to be a leader in Frisco?  She should resign!

In closing, Tammy kept referring to Frisco as “my city, my city, my voters, my budget, …” – this is not her city, it is our city!  She seems to have forgotten that on her quest for Broadway or to be on Broadway.  We also want to be clear that we will always protect our sources at Frisco Chronicles. We do want to make it very clear; WE DID NOT RECEIVE Pelham’s text or the Meinershagen conversation directly from the candidate Heit and Petras are currently calling out.  We received the text from Source A and the recording from Source B, and neither of them was the candidate Heit and Petras are attacking online.

As for Broadway Frisco – Prop A & B we would ask you to consider this before voting:

Today, we hear “Tourism, Tourism, Tourism,” and most recently, how we need to be more like Nashville.  The thing is, Nashville has a deep history back in the 1920s.  They had a thriving publishing industry, then came the advent of the Grand Ole Opry in 1925.  When WSM began broadcasting live performances from the Grand Ole Opry, it positioned them to become “Music City USA.”  By 1945, it was one of the most popular radio programs in America and established Nashville as a hub for country music.  They made urban renewal a priority and renovated several landmarks, including the Music Hall of Fame and The Sommet Center.  Broadway (similar to 5th Street in Austin) became known for bars and a honky tonk music scene.  It was the cornerstone for emerging young artists and a short distance trolley ride from the iconic Music Row.  Major record labels headquartered themselves in Nashville, and it became a gathering place for the arts, entertainment and music.  They did not simply build a 340-million-dollar Broadway, and become Nashville overnight!

What is the problem with Frisco being more like Nashville?  We never implemented our identity as we began to grow and develop into a Nashville.  Purefoy took us down the road to being Sports City USA!  It worked!  Now the city council says we must be more like Nashville to compete, or else!  With every development, we have heard Mayor Cheney say this would have a HALO Effect on our city, making us the greatest city in America.  Now, all of a sudden, if we don’t spend $160 million or $340 million to get FRISCO BROADWAY, we will lose the economic boom to Nashville?  The AMC Awards are happening here, not in Nashville, why?  It is being held at a great venue.  We didn’t have Frisco Broadway to win over the AMC Awards.  We are not Nashville!  We will never be Nashville! We are Frisco, Texas! 

Please vote no to the propositions in order to protect our community and the residents who live here.

Keg Chugger Cheney Loses His Marbles

Tonight, has been a roller derby of twists and turns in the Frisco political world.  One political candidate did a post, and then the Mayor of Frisco, who tonight we will call Keg Chugger Cheney, lost his marbles and shared the post to his personal Jeff Cheney and Mayor Jeff Cheney’s Facebook page.  In doing so we believe he broke the law by committing slander and defamation of character. To put a cherry on it, the mayor who should be a Statesman for Frisco discussed a former employee’s HR record and was also misleading in doing so.    

The post from Mark For Frisco City Council Place 1 said in 2020, that Mark Piland received a Mayor’s Award as the Fire Chief for the City of Frisco.  The post went on to say Mayor Cheney said the award was voted on by the entire city council and that it describes “the city employee we think exemplifies that more than anyone” and “there are no two greater people that walked the walk.”  Then it asks who could be better to be Frisco City Councilman for Place 1.

Fact 1:  The post is accurate!  Each year, Mayor Jeff Cheney gives out a Mayor’s Award.  He discussed this in a 2020 after-the-council live video that was posted to the City of Frisco’s Facebook page.  Cheney stated while it has his name on it, the entire City Council votes on it in regard to who in the city is leading with innovation, thinking about their job differently, and moving their departments forward.  Then he says in 2020 the award was given to two people because it has been a challenging year for public safety.  Then he mentions how public safety is the number one priority for the city and this year it came to the forefront with COVID-19 so they gave two awards to both Fire Chief Mark Piland and Police Chief Shilson.   He is quoted as saying they are a “well-deserved list of accomplishments this year that helped keep our community safe.”  Then he let Cheating Keating speak and he said, “he thinks they’ve done a fantastic job through the Covid-19 pandemic and then in their day-to-day work they had to do.”  It can also be seen at the 23:00 mark in the October 6, 2020 council meeting.  It is item 5 on the Agenda under Reports, and you can watch it for yourself, there is nothing inaccurately quoted in the Mark Piland Post.

After Keg Chugger Cheney shared the post to his Facebook pages Cheney wrote, “There is literally no better post to understand Mark Piland than this one. He was given the option to be terminated or accept a parachute severance package at massive taxpayer expense to retire peacefully because he falsified documents, lied under oath, and was untrusted by city management.  Great leaders give credit to others and accept responsibility for their faults.  Mark Piland would still be our fire Chief if he took responsibility for his failures. Him and Chief Shilson were awarded the Mayor’s Award on behalf of all of hundreds of local public safety officials and health workers that did amazing work during Covid. To use the efforts of others now as a political move is well on brand for him, disappointing and not representative of the people that lead this community. Please join me in supporting John Keating, Frisco City Council, Place 1. A true humble servant that gives credit to others during our biggest wins and takes responsibility for losses in the face of criticism.” 

Well, in Keg Chugger Cheneys own words, there is literally no better post to understand the ARROGANCE OF JEFF CHENEY, than this one.   His statements regarding Mark Piland being terminated are false, as we have pulled every EVAL for Former Chief Piland, we have pulled all of his exit paperwork from the city, and we have pulled and reviewed the entire Mayday Report which they claim he falsified.  Nowhere in any of the EVAL’s was Piland ever given a negative review.  Nowhere does it state that he ever “lied under oath.”  Nowhere in all of his exit paperwork from the city does it ever say the word terminated, or that he was offered a parachute severance package. 

We dug deeper and went back to the beginning and pulled PIRs from Piland’s’ other jobs and guess what, he has NEVER HAD A BAD EVAL, NEVER BEEN SUSPENDED, NEVER BEEN ACCUSED OF ANTYING ILLEGAL IN A 40+ YEAR CAREER BASED ON WHAT WAS TURNED OVER TO US.  That made us curious, how could a man with a stellar career come to Frisco, and all of a sudden after calling out the HR director for falsifying his signature, did he become a horrible employee, violate the law, lie under oath, etc.?   Also, if he committed such unlawful acts why would the city even give HIM THE OPTION TO RETIRE PEACEFULLY?  Why not JUST FIRE HIM?  I would be livid as a taxpayer to find out if someone committed these heinous acts that our city leaders offered him money to go away peacefully.

As for Keg Chugger Cheney’s statement that “Great Leaders give credit to others and accept responsibility for their faults,” is the pot calling the kettle black. Go back to October 6, 2020, and I do believe Fire Chief Mark Piland said this award was about his whole team and not just him and did give credit to the entire FD team.  In case you have had too many cocktails Mayor Cheney, it is on tape!  Second, you talk about faults, have you taken responsibility for your faults?  I can think of a few words here, Keg Party, lying to the Dallas Morning News, real estate agent, and the residents of Frisco about your “exclusive” deals in Fields.  What about how you bully people?  We have received at least 50 stories from real estate agents where you have used your power, name, and position to bully them or flat-out threaten them. 

MAYOR KEG CHUGGER CHENEY – YOU LIED AND COMMITTED SLANDER in your final statement!  I watched your speech, over and over.  Nowhere in your presentation or the after-the-meeting Facebook post did you say this award was on behalf of all hundreds of local public safety officials and health workers who did amazing work during COVID-19?  You talked specifically about their leadership and by the way, both Shilson and Piland stood on that stage and said it was about their whole department.  Not you!  Your accusation that he used the efforts of others now as a political move describes you and your best friend John Keating.  If sharing the fact that you won an award is a political move, then what would you call sharing the fact that you won the 2023 Chamber Executive of The Year across social media… vain or a political move?

Now, let’s look at the man you called “A true humble servant that gives credit to others during our biggest wins and takes responsibility for losses in the face of criticism.”  Well at a recent forum, he accused Piland of being fired, and Maury Povich would tell you that is a lie!  He also accused Piland of being a cheater, and Maury would tell you that it was a lie.  I do believe it was that so-called humble servant Cheating Keating who stepped out on his wife, on a holiday weekend, in a PUBLIC COMMUNITY POOL, where any man, woman, or child could have walked in on them and had sex with a woman served on a Frisco Board, right? Curious, you said leaders accept responsibility, so has John Keating ever apologized to the public for his offensive behavior done in a public pool? Has he ever apologized for his lapse in judgment with the Get Naked photo? Has he ever apologized to the community, whose public pool he got caught in?

I also believe that same humble servant, Cheating Keating has claimed on the campaign trail that he made Frisco the #1 Safest City, #1 Best Place to Live, #1 Best City to Do Business, and the #1 Suburb in North Texas.  Didn’t you just publish tonight that “Great Leaders give credit to others and accept responsibility for their faults?”  On the campaign trail he has said over and over he is a true leader and that he made Frisco great under his leadership and because of his leadership today, we are all these #1 things.  Where was the credit for the hundreds of police and firefighters who made this the safest city in this speech he gives over and over for “POLITICAL PURPOSES?”  Maybe that is why the Frisco Firefighters Association and Frisco Police Officers Association endorsed him, OH WAIT, THEY DIDN’T ENDORSE HIM!!! THEY ENDORSED MARK PILAND, the one you claim is so awful.  

To be factual, we were the #1 Best Place to Live in 2018 and a lot can change in SIX YEARS.  As for #1 Best City to Do Business in Texas, that was awarded to us in 2020 and a lot can change in FOUR YEARS.  In his recent mailer that arrived in mailboxes across the city this week, he said he wants to protect our quality of life with more roads, quality infrastructure, and less traffic.   He has served this city for 13 years, so why has he not done that the last 13 years and phased in growth better, so we don’t have the problem today?   He also said in the same mailer he wants to support our Police and Fire, yet clearly, they don’t feel that support or they would not have endorsed his opponent, right?  Lastly, look at his website, he never gives credit to the great team that helped make this city great. All of his statements are I did this, I did that. 

Lastly, we have pointed out over and over that the citizens want a voice, you know those who live here and pay tax dollars who are often ignored.  They are tired of outside developers owning this city and our council, but John Keating the humble servant disagrees.  His website says, “Business leaders who invest in Frisco know they have a voice at city hall with John Keating.”  No wonder the developers give him so much money – his vote is for sale.  Maybe that is how he could afford a house in The Preserve, Frisco’s most prestigious new neighborhood when his campaign finance reports list him as retired or a house husband.   

Keg Chugger Cheney, tonight with your post you crossed a line that we are pretty sure you will get sued for.  You also look like a bully, with a bad attitude, stomping his feet and kicking rocks on the playground because you didn’t get your way.  Speaking of accountability, did you ever step up and apologize for your laundry list of things like a keg party, selling lots on a secret VIP list stated in a 2019 email, or admit that you have a lot in The Preserve that was gifted to you by your developer buddies? Maybe lay off the late-night vino drinking Mayor!

Breaking The Political Rules

Campaigning has begun and we are excited to see how the next few months play out. We thought we should educate ourselves on the rules, so we read city’s Political Campaign Sign policy listed on the city website.   

Rules 1 & 4 are pretty clear so we decided to look at the candidates social media pages and election websites.   

Rule 1: Political signs cannot be placed on any City of Frisco, Community Development Corporation (CDC), or Economic Development Corporation (EDC) property or in a City of Frisco easement.

Rule 4: The City of Frisco logo cannot be used in any way for campaigning including on political signs. 

John Redmond website appears to only be one page and has a short intro to who he is and his campaign logo.  We could not find any social media pages for him.  – Passed Inspection

Mark Piland website does not include pictures of political signs on city property, and it does not contain the official city logo.  In a review of his social media, we did not see any violations either.  – Passed Inspection

Angelia Pelham currently holds Place 3 and serves as Deputy Mayor Pro Tem.  Her website passed inspection.  However, her social media did not!  On January 17th she held a filing party at city hall.  She had several supporters come join her and there are numerous pictures of her and supporters holding Pelham campaign signs on city property and more so in the rotunda of city  hall!  That is a clear violation of Rule 1 even if it was temporary.  The photos also violate Rule 4 regarding the city logo not being used for campaigning because clearly in several photos the official city logo can be spotted.  It became campaigning when she turned into a filing party, had her political signs and several supporters wearing t-shirts.  The photos appear on her political Facebook page as well as personal page and on Instagram.

We liked her campaign video, she looks good in red and has a catchy slogan.  We are a little curious about one portion of the video which shows her standing at the back of the room with Frisco Public Safety officers from both the PD and FD.  The video is tagged in the corner with her campaign logo which could give people the impression she is endorsed by either public safety group, which she is not.  The picture includes Mark Piland who has announced he is running for Place 1 which made us curious how he feels his likeness in her video?  Lastly, when the photo was taken we were pretty sure none of them knew down the road it would be used for campaign video.  We are not sure if there is any violation here according to campaign rules or city rules, however one would think before using someone’s likeness, out of respect, you might want to ask them if they are okay with it.  Many police departments have rules about offices being photographed and for the purposes they can be used for.

Lastly, we looked a John Keating’s website.  He currently serves Place 1 and is the Mayor Pro Tem.  We could not view his social media because has blocked us across all channels.  Keating’s website is in clear violation of Rule 4.   As soon as the page loads you see a picture of Keating with the slogan Promises Made Promises Kept and behind it is a watermark of the official City of Frisco Flag.  Then if you scroll down, right after he asks you for your money, you can clearly see the official city logo.   

On the “About John” page it shows him standing in the Frisco City Council Chamber up on the dais.  This picture was taken on December 4, 2018, the night the council approved a plan for the PGA of America.  The picture appears in an article for the Dallas Morning News.   

The last page titled “The Mission” has a picture of Keating with the official city of Frisco Logo right behind him, which is again, a clear violation of Rule 4.   Then under Public Safety he has a picture with Chief Shilson, Frisco PD which mislead residents of an endorsement that he does not have.   Now the picture with Shilson may not be a violation but is misleading.

When it comes to campaigning, rules should be taken very seriously.  We could understand how first-time candidates can make mistakes, but if they are running it is their responsibility to know the rules.  As for the Deputy Mayor Pro Tem Angelia Pelham, and Mayor Pro Tem John Keating, they have no excuse.  If they are serving in the Deputy Mayor Pro Tem and Mayor Pro Tem positions then clearly they should know the rules.  Keating has been around since 2011, off and on and if he doesn’t know the rules by now then we may have bigger issues.    We go back to why are there rules for thee but not for me?  I can guarantee if some of the previous candidates who ran for office committed these violations we would not hear the end of it. The city should also be accountable to uphold their own rules! Email the city council and ask them to uphold to the city rules now and in the future.
